In this one they say that the parliament allowed sen. Bernie Sanders to cut off the reading of his single prayer proposal. The rule is that if the amendment is introduced, then it has to be read by the senate floor unless rest of senate agrees to cut it off. So that means that the senator broke the rule by cutting it off on his own.
