Nation: Enforcing the 15th

Questions
1.      What can be a problem with the 15th amendment?
2.      What power does the 15th amendment gives the congress?
3.      According to the article, what did Nick Katzenbach mean when he said, "you've got to bring suits to throw these out too. You've got to go all the way to the Supreme Court, and when you get that done, there's nothing to prevent them from coming up with something else." ?

  1. 1. The amendment needed strong legislative implementation to make it actually be used.


    2.It gave Congress the power to enforce equal voting rights through legislation. Which is usually left up to the states.

    3. Nick Katzenbach is referring to the slow process of the courts and how each time they shot down one, the Southern legislatures would come up with another suit. Katzenbach is saying that they must create laws to truly imply the 15th amendment to allow all colored men and women to vote.
